After groundbreaking work to liberate a number of dormant trusts in 2011, Stockton Borough Council were the first Tees valley council to transfer trusteeship of such inaccessible funds to Tees Valley Community Foundation to establish a Communities Fund (small grants for Stockton based groups) and the Teesside Emergency Relief Fund (TERF) a hardship fund for disadvantaged individuals living in Teesside.

Stockton Council also partner with The Foundation in delivery of The Warmer Homes Healthy People Initiative supporting vulnerable residents in the borough affected by the colder weather.  Through the Viva Volunteers project volunteer befreinders are recruited, trained and dispatched into the community to support the vulnerable during the winter months.
